This program offers a chance for people to learn how to make do-it-yourself improvements to their homes and vehicles in order to reduce fossil fuel consumption and save money. EECO partners with professional experts who demonstrate how to make vehicles more fuel efficient, weatherize homes, complete easy kitchen and bath repairs, reduce electricity bills, and make homes more comfortable. Participants gain a variety of skills that they can put to use right away to save energy in their own homes.

EECO follows a learning circle model, which consists of several small group classes where participants learn together. There are usually about five to ten participants in the EECO class, and everyone is able to share their stories so the group can learn from the different experiences and perspectives of the group. The sessions are facilitated by the EECO coordinators and professional experts, and are offered free to participants. The EECO learning circles took place during 2008 from March 27-April 17, May 28-June 18, and June 25-July 16.
